Located on the Mississippi River, approximately 15 miles downstream from Dubuque, Iowa, the Savanna Industrial Park was created in March 2000 with the closing of the Savanna Army Depot, a 13,000-acre installation used as a testing facility for munitions and weapons developed at the Rock Island Arsenal in nearby Rock Island, Illinois.
Savanna Depot Park lies in a magnificent rural setting second to none. Adjacent to the Mississippi River, with all the recreational opportunities it affords, the park is surrounded by bluffs, grasslands, clear streams, and small towns that reflect the values of Midwest America. The Jo-Carroll Depot Local Redevelopment Authority was created to manage Savanna Industrial Park and attract businesses to those areas some 3,000 acres that have been cleared for reuse by the U.S. Army. The remaining property has been transferred to the U.S. Fish and Wildlife Service (9,400 acres), Illinois Department of Natural Resources (450 acres) and Army Corp. of Engineers (270 acres).
The following corporations and organizations have facilities at the Savanna Industrial Park. Several have been here since the park opened and have enjoyed continued financial growth. There are still ample opportunities for other businesses to lease or purchase land, and benefit from a location with room to grow.

Since being designated by the U.S. Army, the LRA has worked to create jobs and expand the tax base within Carroll and Jo Daviess counties by attracting users to the extensive facilities located on the more than 3,000 acres then available for civilian reuse
The LRA has sold or leased 1,702 acres to others, land that has not yet transferred.
